		<description>While we believe the Bush Administration could, and should, have used diplomatic pressure or, if necessary, military assets to blockade or otherwise interdict shipments of uranium enriching technology to Iran, Bush did call for other countries and companies to stop doing business with three Iranian banks...Bank Melli, Bank Mellat and Bank Saderat which are among Iran&#039;s largest financial institutions. The first two have helped finance Iran&#039;s proliferation program, and Saderat has been cited for helping finance terrorism.  We agree, however, that Bush Administration steps were ineffective.</description>
